The Ministry of Health and Long-Term Care is seeking an experienced and influential leader to develop and manage relationships and accountabilities between the ministry and Local Health Integration Networks (LHINs) and ensure that the ministry meets the obligations of the Local Health System Integration Act and related legislation.

About the job

Reporting to the Assistant Deputy Minister, the Director of the LHIN Liaison Branch will play a critical role in liaising between the ministry and LHINs to ensure accountability requirements are fulfilled.

This role will also direct the development of a collaborative, interest-based, and participatory relationship with LHINs to support the integrated nature of the work and mandate of the LHIN Liaison Branch.

In this key leadership role, the Director will:

• Provide oversight of the ministry's accountability relationships with LHINs and promote accountability and collaboration between the ministry and central agencies.
• Provide strategic advice on LHIN business plans, ensuring alignment with applicable legislation, regulations, and directives.
• Manage budgets, annual plans, quarterly results, and annual reports related to the branch and LHINs' operational requirements.
• Lead the negotiation and implementation of Memorandum of Understanding, Accountability Agreements, and other accountability instruments between crown agencies and the ministry.
• Consult and collaborate with LHINs to sustain productive relationships, build consensus, and gain credibility.
• Provide oversight on issues management strategies and identify potential political impacts to senior executives.

Stakeholder and Issues Management:

• You are able to effectively assess the needs and interests of internal and external stakeholder and use this knowledge to determine the most effective techniques for building and maintaining stakeholder relationships.
• You can leverage strategic partnerships within the ministry and Ontario Public Service as well as with external stakeholders through collaborative and consultative work processes.
• You have knowledge of the sensitivities and complex relationships that exist across the health care sector.
• You have successfully mitigated and managed highly political and contentious issues.
• You can collaborate and work fairly, openly, and constructively with key partners in the health care industry, including crown agencies, to build consensus on contentious issues.

Communication Skills and Political Acuity:

• You are politically astute and can anticipate and respond to politically sensitive situations.
• You can use your consultative and negotiation skills to effectively represent the ministry at an executive level.
• You are an effective communicator and can provide strategic advice to Ministers, Deputy Ministers and other senior officials.
• You can represent government and lead external stakeholder engagements.
• You have the ability to assess the potential of industry and political acceptance of recommendations and decisions.

Technical Expertise:

• You have an understanding of funding models, accountability structures, and transfer payment agreements to ensure accountability requirements are fulfilled pursuant to relevant legislation.
• You have comprehensive knowledge of the health care system, including policies, practices and relevant legislation affecting the health sector and the LHINs.
