The Housing Policy Branch is accountable for policy development for a broad range of province-wide housing and homelessness programs and approaches. As the Manager of Research, Evaluation and Reporting, you will build capacity for quantitative analysis and provide oversight for housing and homelessness programs, in partnership with our federal and municipal counterparts.
Reporting to the Director of Housing Policy, you will be responsible for coordinating strategies for program evaluation, research and data management while providing expert advice related to program monitoring and reporting results.
What can I expect to do in this role?
As the Manager, Research, Evaluation and Reporting, you will:
• Provide excellent leadership and coaching to a dynamic team of professionals dedicated to the monitoring and evaluation of housing and homelessness policy and programs.
• Lead policy development and implementation, research, evaluation and data management in support of divisional priorities (such as Poverty Reduction).
• Project manage the development of a new Business Intelligence system (from the business perspective).
• Provide policy leadership on select files and undertake targeted housing and homelessness research.
• Provide expertise for the design and implementation of performance measures, monitoring and reporting outcomes related to housing programs.
• Be a change agent and promote a culture of data, metrics and evidence-based decision making.
• Build strong collaborative relationships with stakeholders to support government directions in an efficient and coordinated way.
• Lead the procurement process to retain external expertise related to research and evaluation and manage contracts.

Senior Leadership:
• You have leadership experience and the ability to inspire, engage, motivate, develop and mentor professional staff to deliver on results.
• You have demonstrated success in strategic leadership to foster an environment of continuous improvement, creativity and excellence.
• You are a collaborative leader and have incorporated the principles of inclusion and diversity across all elements of your management style.
Technical Expertise:
• You have expertise in developing and implementing performance measures and performance indicators to measure program success.
• You can lead staff through concurrent and sensitive housing policy and program initiatives and have a track-record of project success.
• You understand what is needed to develop the tools and resources to acquire and manage data and can lead sophisticated quantitative analysis.
• You are familiar with government decision-making processes and priorities related to housing and homelessness policy, programs and services.
Relationship Management:
• You have experience building, maintaining and leveraging strong networks and relationships with stakeholders, partners, and clients.
• You have demonstrated good judgement, political acuity and organizational awareness in managing issues.
• You have proven success in leading and managing research initiatives and responding to changing and diverse stakeholder needs.
