Are you an experienced emergency manger, business continuity planner or security specialist? Consider this unique opportunity to shape the future of the Ministry of Transportation's Continuity of Operations (COOP) and security programs.

In accordance with the Emergency Management and Civil Protection Act and Ontario Regulation 380/04, this position leads the development, implementation and maintenance of the ministry's Continuity of Operations and Physical Security Programs in order to ensure the safety of the ministry's staff and clients and the continuation of ministry Time Critical Services.

What can I expect to do in this role?

In this fulfilling role, you will:
• work independently to meet commitments within tight timelines.
• monitor and ensure program compliance consistent with established policies and procedures
• develop and maintain the Ministry Physical Security Plan and the Ministry Continuity of Operations Plan
• advise and train ministry staff on the development and implementation of COOP and security plans
• research, assess, recommend and (as applicable) implement security best practices and industry standards

Note: The successful candidate will be required to:
• Operate mechanical and technical equipment used in emergency response, including familiarity with emergency response vehicles, telecommunications devices, equipment, etc.
• Travel within Ontario and to contiguous states or provinces on short notice is required.
• Serve on-call and report to emergency facilities or sites on short notice is required.

Optional Information Session:
A one-hour optional hiring information session will be held on October 6 at 7 p.m. in St Catharines. A simultaneous webinar option will be offered. To register for either the in-person session or the webinar, please contact theresa.upham@ontario.ca. The session will cover topics such as the structure and mandate of the ministry's Emergency Management and Planning Office, current priorities for the position and Ontario Public Service competition processes. There will be an opportunity for a question and answer session with the hiring manger and program staff.
This session is optional and will not influence the screening and selection process. Panel interviews will be scheduled with short-listed candidates following the application screening.

How do I qualify?

Mandatory

Within the first six months, you will need to successfully obtain:
• DZ driver's license or equivalent
• Industry Canada Restricted (radio) Operator Certificate Aeronautical
• Certificates in Standard First Aid and CPR-C, or equivalent

Specialized Experience

• you have knowledge of physical security including current security principles, technology and methodologies, contingency planning practices and strategies and investigative and interview processes
• you know physical security measures, including building card access systems, lighting, locks, keys, CCTVs, scanning devices and various security controls
• you know relevant legislation, regulations and policies (e.g., Emergency Management and Civil Protection Act, Regulation 380/04,
Ontario Fire Code, Occupational Health and Safety Act, Public Service Act, Trespass to Property Act, OPS Physical Security Operating Policy) to
effectively develop continuity of operations and security programs and plans
• you have knowledge of Continuity of Operations (Business Continuity Planning) and emergency management best practices to develop and implement a highly effective ministry COOP program
• you know emergency response and incident management best practices, systems and procedures to coordinate ministry responses to COOP, security and emergency incidents
• you have knowledge of risk management and can conduct and/or oversee threat risk assessments to assess risks to ministry facilities, staff, systems, etc

Communication and Stakeholder Management Skills

• you can prepare plans, policies, procedures, presentations, briefing notes and communications products
• you can present and explain ministry positions and programs to diverse stakeholders
• you have conflict resolution skills to calmly and safely resolve security incidents
• you have interpersonal, negotiation, and consultation skills to lead committees of supervisors and managers, conduct consultations, coordinate emergencies, identify stakeholder interests
