Effective April 1, 2024 the salary range for this position is $82,217 to $121,155 per year in compliance with AMAPCEO collective agreement provisions. The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

What can I expect to do in this role?

In this role, you will:
• plan and lead initiatives ranging from large multi-ministry/multi-year projects to small enhancement initiatives and support responses
• manage client relationships and foster partnerships with business clients and service partners
• manage project teams and provide guidance on the use of information technology in client business planning and business improvement initiatives
• develop project charters and master project plans, guides definition of goals, deliverables and scope working with internal clients and stakeholders, I&IT specialists, and business planners, to ensure clarity, accuracy and acceptance
• identify and assess risks, and recommend mitigation measures for approval
• provide leadership to project teams, external service providers and contractors
• identify impact of change, escalate to project sponsor for decision, revise work plans, schedule, and project budget to implement approved changes
• provide specialized advice and expertise to client groups and development of business cases
• coordinate I&IT procurement to acquire and negotiate goods and administer contractual agreements

How do I qualify?

Project Management Knowledge and Experience:

You have:
• held a lead role such as Project Manager (PM) to successfully deliver application development projects, large and small using both build and buy options
• project planning and management experience related to all phases of concurrent I&IT project using multiple technologies and methodologies
• experience in the role of PM for application development
• experience leading teams of resources, including full-time equivalent (FTE), fee-for-service (FFS), direct reports and indirect reports as well as directing service providers
• experience providing project direction through development of integrated project schedules, project plans, project budgets
• experience negotiating with clients on project scope, time and cost to define the project to be completed
• identified changes to the original scope and documented impact on time, scope and cost with recommendations for executive discussion and decision
• participated in and planned for project architecture reviews and responded to recommendations from the architecture review team
• managed project resources and ensure project has appropriate resourcing to complete the approved work within the approved time and budget
• provided options and associated estimates to provide solutions to meet a business needs

Technical Knowledge and Experience.

You have:
• demonstrated an understanding of the technologies that are used to deliver application solutions to our clients (such as cloud, SaaS, Salesforce, MS Dynamics and .Net applications)
• assessed technologies and worked with specific technical teams to prepare recommendations for the best course of action
• technical knowledge to assess and question effort estimates provided by team resources and identified risks and issues inherent in technology selected, approach taken and procedures and policies that apply including project architecture, gating and security
• understanding of security policies, have experience with application security assessments and understand how to apply directives related to application development and hosting
• experience ensuring that recommended solutions are able to meet current AODA compliance requirements

Application Development Project Experience

You have:
• demonstrated experience working on application development teams covering many aspects of the development life cycle. (E.g. development, business requirements, quality assurance, project coordination, project management)
• participated on teams that delivered applications using a variety of tools, techniques and methodologies to successfully deliver according to the client specification
• knowledge of the checkpoint and gating processes required to successfully complete an application development project

Leadership and Change Management Skills

You have:
• experience directing projects with a mix of high and low performing resources, managing resources to get the best capacity from the team as a whole
• team building and leadership skills in order to engage the project team and ensure collaboration and focus on achieving project deliverables
• experience defining project resource requirements and hiring temporary resources including, business case development, submission assessment, interviewing and offering the position
• experience with project budgeting and ensuring that clients, management, executive team and project sponsor are well informed on project costs and any deviation is understood and approved at the appropriate levels
• implemented change management in an application development project including documenting change, providing options, estimating impact and seeking approval or direction from the project executive

Communication and Interpersonal Skills

you have:
• demonstrated interpersonal and consultation skills to communicate project deliverables and build strong project teams and client relationships
• demonstrated written and verbal communication skills to resolve problems and design/deliver presentations, proposals and business cases
• strong negotiation skills to negotiate project scope, approach and outcomes that meet business needs and help the client make decisions that will get the solution delivered when they need it
