Treasury Board Secretariat, Enterprise Applications Branch is seeking dynamic and innovative business analyst professionals to join our team as we modernize various enterprise applications for the Ontario Government. As a member of our dynamic and fast-paced team, you will support various enterprise systems working with SaaS integration and configuration capability. You will analyse the business operations of the team, design improved processes, and lead their implementation. You will have the opportunity to work with leading technologies on an interesting and diverse range of projects related to the modernization of Ontario's business applications, such as Enterprise Risk Management, Planning, Budgeting and Forecasting solution, Talent Management as well as collaborative documents development processes.

Note: This position is located at 222 Jarvis Street, Toronto or 33 King Street West Oshawa, however, alternate work arrangements including flexible hours, hybrid remote work, and compressed work week may be available.

What can I expect to do in this role?

As an I&IT Senior Business Analyst, you will:
• perform a comprehensive range of IT business analysis services for the governance, modernization and sustainment of enterprise services, and for branch clients
• describe the delivery of enterprise services in the context of business themes such as Customer Relationship Management, Human Resources Management, Financial Management, and Service Management, and the interconnection between those themes and key performance indicators. Communicate the value proposition of enterprise applications to senior leaders
• promote the appropriate application of enterprise solutions to business problems, undertake comprehensive business needs assessments, analysis of complex business requirements, and connect enterprise services to realization of business value and key performance indicators
• prepare and advise on governance and business analysis policies, processes, best practices and standards to promote a comprehensive and consistent governance and business analysis practice

How do I qualify?

BUSINESS ANALYSIS KNOWLEDGE:

• You have knowledge and experience in governance of IT systems and services, including enterprise level and client program, methodologies and practices for measuring business value and maturity, and establishing traceability between business and IT Key Performance Indicator's, and models for assessing the effectiveness of IT investment and planning for enterprise services.
• You have knowledge of business analysis, including enterprise level and client program area business analysis and modeling expertise, related business analysis tools, technology, processes, and methodologies, and business analysis-related technical and business planning.

IT KNOWLEDGE AND EXPERIENCE:

• You have knowledge of software development life cycle (e.g. agile, waterfall), design, development and integration, database concepts, user interface and service design principles, and user experience (UX) and user journeys.
• You have knowledge of enterprise architectural concepts specifically in the area of business and information architecture.
• You have knowledge of current and emerging methodologies, models, standards, trends, and technologies, specifically as it relates to enterprise identity and access management, digital identity, and digital strategies.

COMMUNICATION SKILLS:

• You can explain technical concepts, facts, and figures in an intuitive fashion to senior business and IT leaders using a variety of multi-media tools and documents.
• You can provide consultation and advice to senior cluster management and staff.
• You have client relationship management skills demonstrated through experience in business analysis.
• You have excellent team leadership, presentation, facilitation and negotiation skills.

ANALYTICAL AND PROBLEM-SOLVING SKILLS:

• You can accurately assess clients' business challenges, needs and requirements and identify best technology solutions.
• You have experience monitoring project progress, resolving problems and reporting risks and issues to ensure clients expectations are satisfied in the most cost effective manner.
• You can evaluate directions, trends, standards and policies in a complex and evolving environment using multiple sources.

PROJECT MANAGEMENT:

• You have knowledge of service delivery management, portfolio, and program and project management in complex and dynamic IT environments.
• You have experience working in environments of change management, quality assurance, risk management, disaster recovery planning and business continuity planning.
• You have knowledge of project management methodologies and practices to participate in and/or lead multiple, broad scope business IT initiatives.
