Effective April 1, 2024 the salary range for this position is $88,496 to $128,625 per year in compliance with AMAPCEO collective agreement provisions. We are seeking a talented I&IT Senior Solutions Designer to join our dynamic team and play a pivotal role in modernizing Ontario's 911 land ambulance services. In this role, you will harness the power of Azure and AWS platforms to design and implement cutting-edge cloud solutions that will enhance emergency response and save lives.

The Cluster:
The Health Services I&IT Cluster provides information management and information technology solutions that enable and support the business requirements of the Ministry of Health. The cluster supports the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects that are currently underway. The cluster is also working to promote the evolution towards a common IT infrastructure for government.

Our Branch:
The Emergency Health I&IT Solutions and Technology Management Branch (EHSTMB) delivers mission critical I&IT and telecommunications solutions for 9-1-1 Land Ambulance dispatch centres in Ontario while responding to changing business drivers that encompass legislative requirements, technology currency, and new business solutions to support the ministry's emergency health mandate and transformation. Ambulance service in Ontario is a seamless program that responds to requests for service and transports patients cross municipal boundaries without reference to residence or other demographic factors. Central Ambulance Communications Centres (CACCs) facilitate this seamless approach by coordinating, directing and deploying the movement of all ambulances and emergency response vehicles within large geographic areas.

Key Responsibilities:
• Architect, design, and implement cloud solutions on Azure and AWS platforms to modernize Ontario's 911 land ambulance services.
• Develop robust APIs for seamless integration of emergency response systems.
• Establish and maintain CI/CD pipelines to streamline development processes for critical applications.
• Implement Infrastructure as Code principles to automate deployment and scaling of emergency response infrastructure.
• Continuously monitor cloud solutions to ensure optimal performance and reliability during emergency situations.
• Research and recommend methodologies and technologies to enhance the efficiency and effectiveness of Ontario's emergency response infrastructure.

What can I expect to do in this role?

As an I&IT Senior Solutions Designer, you will:

• set technical direction and plans for integrated end-to-end solution and/or cloud infrastructure design, including providing input to and influencing target architectures
• collaborate and participate as a team member with business and IT stakeholders in all business improvement initiatives
• analyze, investigate, design, develop and coordinate/lead the design of specific business and/or cloud infrastructure solutions
• lead and deliver Logical and Physical design collateral
• evaluate and recommend technology and best practice guidelines for all cloud infrastructure solutions
• participate in the procurement process of the solution/infrastructure and identify resources required to implement and support them

How do I qualify?

Technical Skills

• you have extensive knowledge and experience in designing large, complex, highly available, mission critical API and Azure/AWS cloud based solutions
• you have knowledge and experience with Information Management - data design and management, database development such as SQL, data warehousing such as ETL, design/ development and related technologies
• you have knowledge and experience with designing real-time data processing and real-time dashboards
• you have knowledge of architectural domains, infrastructure technologies and development standards
• you have in-depth knowledge of the information technologies, applications, cloud technologies (such as Azure API Management, ADF, Azure SQL Database, Event Hub, Stream Analytics, AWS API Gateways, AWS Glue, Kinesis, etc.),
• you have working knowledge and hands on experience in design of APIs and systems integration using APIs.
• you have experience in optimization of solutions' configuration via cloud native and 3rd party tools for optimal cost/performance ratio
• you have experience in development and maintenance of the CI/CD pipelines to include re-usable cloud environment configuration, related configuration components, deployment of COTS and MOH-custom applications
• you have knowledge of Infrastructure as Code (IaC) approach
• you have experience with continuous monitoring to monitor system and application performance and alert on downtimes, errors and similar events
• you have knowledge of fundamentals of Docker containers and containers orchestration platforms such as Kubernetes, OpenShift
• you have experience with running containerized applications in enterprise environment
• you have fluency in git-based source code management and version control systems - Git, GitHub, GitLab etc.

Analytical and Problem-Solving Skills

• you are able to develop and prepare technical specifications and documentation for installation, and performance
• you have the ability to conceive, research, assess and evaluate needs of clients, identify possible methodologies and technologies for application and/or cloud infrastructure, evaluate next generation solutions and make recommendations to satisfy client short and long term technology requirements and the impact on existing services and infrastructure
• you can resolve competing priorities and deadlines, identify, assess and escalate issues
• you can investigate, analyze, design, develop and oversee implementation of business and/or cloud infrastructure solutions and activities to meet client and enterprise business requirements and ensure integrity and integration with existing technology

Project Management/Delivery Skills

• you have knowledge and experience with project management methods, analytical and risk assessment tools and processes to oversee projects
• you have experience leading the development of strategic and operational frameworks including acquisition of tools and the identification of alternative delivery mechanisms and costing of services/supplies
• you have knowledge and experience leading process re-engineering initiatives/projects and environmental scans to support long term business strategies and to plan for the innovative delivery of products and services
• you have experience leading proof-of-concept trials and oversight of testing of all technical aspects of the development, implementation and maintenance of integrated solutions, in order to increase acceptance, accessibility, security, usability, stabilization and sustainability, and to meet the business needs
• you have experience leading projects related to 24x7 critical environments and operations

Communication, Customer Service and Relationship Management Skills

• you have demonstrated consulting and advisory skills to provide advice and obtain support for solutions recommendations and business cases, and to liaise with vendors
• you have demonstrated excellent teamworking, communication and collaboration skills
• you have relationship building skills to develop and maintain relationships with clients, project teams and staff, resolve issues and create a productive work environment
