We currently have exciting opportunities in the OPS Finance community to join the teams that coordinate business planning and financial management where you will identify and develop business plan strategies to meet financial requirements, mitigate/manage risk, and make recommendations on program fiscal management options and direction.

What can I expect to do in this role?
As the key point of corporate business and fiscal planning contact between ministry clients and central agencies, you will:
• support and lead the development of the ministry's business and fiscal plans, and the development of proposals, to secure program resources
• provide strategic business, financial and program planning advice, risk analysis and functional support as a subject matter expert
• lead various project teams, from the initial development of the project framework, to full implementation and completion, always meeting stringent timelines
• support a comprehensive ministry forecasting process throughout the fiscal cycle for in-year, monthly and quarterly expenditure management and reporting process
• provide technical guidance, leadership, training and mentoring to staff

Strategic Business Planning Knowledge:
• you have knowledge of the theories, principles and best practices of business planning, fiscal planning, and strategic planning to provide advice on ministry business/financial plans, proposals, and issues
• you have knowledge of the theories, principles and objectives of program evaluation and performance management to assess the relevance, effectiveness, efficiency and sustainability of policy and program initiatives, determine the impact of financial and business policies/practices on programs, and make appropriate recommendations.
• you can interpret and apply ministry legislation, policies, standards, priorities, and government policy direction
• you have knowledge of practices, processes and techniques in operational planning, financial and expenditure management, budgeting, forecasting, financial/fiscal analysis, quantitative and qualitative analysis, and risk assessment/management
Financial, Accounting and Computer Skills:
• you have knowledge of and experience in applying accounting principles and practices, including budget procedures and practices, capital planning, and asset management to facilitate and ensure financial accountability
• you can gain knowledge of government/ministry business and financial operations, processes and structure, sound business practices, organizational concepts, and systems analysis and evaluation
• you have knowledge of economic and statistical analysis techniques including evidence-based scenario development in conjunction with research principles/ techniques and quantitative/qualitative methodologies, and project management techniques
• you have knowledge of and experience using computer applications (e.g., word processing, spreadsheet and presentation software) and financial applications (e.g., enterprise financial management and reporting systems) to collect/extract data, conduct research and analysis, and prepare reports, issues notes, presentations and recommendations
Project Management and Leadership Skills:
• you have knowledge of project management and project development and can lead strategic business planning, as well as lead and/or provide advice on various ministry initiatives and projects
• you have leadership skills to lead/coordinate work and mentor/support other planning and financial staff to deliver quality outputs on time
• you can plan, organize, manage, monitor, and juggle multiple projects at the same time with tight and conflicting deadlines that may change frequently without notice or on short notice
• you can deal with changing priorities and conflicting demands
Communication and Interpersonal Skills:
• you have effective oral and written communication skills and can prepare clear and concise reports (technical, detailed and executive summaries), proposals, briefing/issues notes, correspondences, business cases, presentations, and recommendations
• you can communicate and present complex financial/business performance information to a variety of audiences
• you have presentation and persuasion skills to provide convincing explanations on complex risk and prevention issues and strategies to senior management and other stakeholders, negotiate with stakeholders who may have opposing positions/views, and convince stakeholders to accept an alternative response to an issue
• you have consultation and interpersonal skills to consult and collaborate with stakeholders and partners, using tact and diplomacy
• you can build and maintain a network of colleagues and external contacts, maintain awareness of emerging trends and coordinate efforts to achieve required outcomes
Analytical and Problem-Solving Skills:
• you can anticipate, identify, interpret and evaluate financial issues and complex situations, determine potential impacts, identify trends, and prioritize strategic business/program performance issues
• you can conduct complex research and analyses, identify options, make strategic recommendations and prepare comprehensive presentations/briefings
• you can reconcile central agency approvals for a ministry's fiscal/multi-year plan with the ministry's current budget/financial systems and to communicate business plans and fiscal allocations
• you can evaluate, assess and monitor multi-year ministry financial and program performance, strategic planning processes and systems, and program performance measures/metrics
• you can assess cost efficiency and risk potential of program design options/activities
• you can assess and monitor funding allocations and expenditures
